If you mean the CRT(cathode ray tube) effect in the second and third image, I looked up how the old tvs looked up close and then I experimented with how I'd recreate it in the program I'm using(Clip Studio Paint).
The basic concept is it's a small 7 pixel high repeating pattern that I set to Overlay, and then I use the filter Mosaic to give the image 7x7 pixels so it fits the pattern.
