If you mean the CRT(cathode ray tube) effect in the second and third image, I looked up how the old tvs looked up close and then I experimented with how I'd recreate it in the program I'm using(Clip Studio Paint).
The basic concept is it's a small 7 pixel high repeating pattern that I set to Overlay, and then I use the filter Mosaic to give the image 7x7 pixels so it fits the pattern.

It started life as a mod, and there's still some old alpha builds floating around that uses some borrowed graphics from Doom and Blood etc, but now it's being developed as its own game, (still in the GZDoom engine,) with fully original graphics and such.
